Form of Government: The Town of Portsmouth operates under a Charter providing for a Council - Administrator form of government.
Town Council: Legislative powers are vested in the Town Council which is composed of seven members who are elected at large for a term of two-years. The Town Council’s regular meetings are on the second and fourth Monday of the month at 7:00 p.m. in the council chambers located at the Town Hall. Special meetings and workshops are specifically scheduled. All meetings are open to the public. Any person wishing to speak before the Council should contact the Town Administrator, any Council member, or the Town Clerk and ask to be put on the next agenda.
NOTE: All address are Portsmouth, RI 02871 Town Administrator: The Town Administrator is appointed by the Town Council and is the head of the administrative branch of government. The Town Administrator is responsible for the conduct and performance of all administrative functions and services which are not imposed by the Charter upon some other officer. The Town Administrator in Portsmouth is Robert G. Driscoll. Elected Officials: Town Council, Town Clerk, School Committee Elections are held each November of even numbered years. Term of office begins the first Monday of the week following certification of the election results.

To become a member of a board or committee an individual must file a resume with the Town Clerk. Indicate the board or commission in which you are interested. The Town Council appoints members of most town-related boards. The School Committee and Superintendent decide on members to school-related committees.
