TOWN COUNCIL
1. Solid Waste Issues and 2010 Sticker Program
Mr. Driscoll stated that of the approximate 5408 units that should be using the Transfer Station only 78% (4200) purchased stickers.
Recycling rates for the past three years are as follows:
2007 – 14.6%
2008 – 17.5%
2009 – 26.5%
It is recommended that the Transfer Station pits be rebuilt at a cost of $150,000 per unit. The work would be phased in over a two year period with one pit closed for construction in January of 2011 and 2012. In previous years transfer station maintenance and secondary expenses were funded out of the Townwide Building/Grounds Maintenance account. This is the first year these expenses are proposed for inclusion in the Enterprise Fund.
Mr. Driscoll strongly recommends:
1. No more than two (2) stickers be issued per household and that the second sticker cost an additional $5.00 to $20.00 each.
2. The sticker should be discounted in the last quarter of the year starting October 1. He proposed $75. for October, $50. for November, and $25. for December.
3. The new sticker to incorporate a larger area for the license number for visibility.
4. New stickers mounted on the passenger’s side for easier viewing by gate attendant.
5. Increasing the new sticker price to $150.00.

President McIntyre suggested Mr. Driscoll investigate
whether the ferry charge for trucks going to
Judith Staven, Chairman, and Richard Taylor, Paul Ross and Thomas Gorski of the Solid Waste/Recycling Study Committee addressed the Council recommending a Transfer Station sticker fee of $25.00 and Unit Based Pricing (pre-purchased bags from the station or a store.) The purchase price would be $1.10 for a small 14 gallon bag and $2.20 for a large 33 gallon bag. The cost to the Town for a large bag is 30˘ and 20˘ for a small bag. This includes the cost of running the program. The recommendations were based on Economy, Equity and Environment.
It was the consensus of the Council that the Town needs a plan to stop commercial dumping.
Mr. Canario suggested as possibilities: limiting the trips
per week, no commercial waste, limiting the amount of bags dumped and no weekly
passes for the
Mr. Seveney stated that this is only the second year of the program. The Town should give it another year to run. The Solid Waste/Recycling Study Committee should work on a marketing and outreach program and a bag program plan where the Town is hands off, a truly self-sufficient program.
Ms. Gleason stated that we need to educate our youngsters and recycle at the schools. She requested copies of the paperwork handed out with the sticker be submitted to the Council.
President McIntyre directed Mr. Driscoll to put this item on the next agenda.
