PORTSMOUTH TOWN COUNCIL MEETING

July 30, 2009

MEMBERS PRESENT:  Peter J. McIntyre, Hubert E. Little, Dennis M. Canario,

                                        Keith E. Hamilton, Jeffrey C. Plumb, and James A. Seveney

Harry Sterling, Chairman of the Prudence Island Planning Commission, welcomed the Town Council.

 

TOWN COUNCIL

 

A motion by Mr. Seveney, seconded by Mr. Little, to hear item #6 first.  All voted in

            favor of the motion.

 

# 6.  Concerns re: Police Coverage on Prudence Island

 

President McIntyre stated that the specifics of a recent incident could not be discussed as it involves a juvenile.

 

Residents expressed their concerns that there wasn’t an on-duty police officer on Prudence Island.

 

# 1.  Planning for Repaving Narragansett Avenue.

 

Public Works Director Kehew responded to questions about paving, sweeping the end of streets where sand builds up, banking roads that have erosion, and poor drainage issues.

 

# 2.  Moorings: 

            a. Residents pay Mooring Fees? 

 

President McIntyre stated that the Council had voted not to have residents pay for mooring fees.

 

The ordinance would have to be amended for residents to be charged fees.

            b. Potter’s Cove Moorings Being Located South of Potter’s Cove.

 

Zoning Enforcement Official/Assistant Town Planner Gary Crosby spoke on moorings in Potter’s Cove and Type 1 and Type 2 waters.

 

Patricia Rossi, member of the Harbor Master Commission and the Mooring Assignment Appeals Committee, suggested that fees from moorings be used for boat training for police officers.  She also suggested the harbormaster use “onlinemooring.com.”  

 

# 3.  Transfer Station: 

            a. Summer Permit.

            b. Notify Prudence Island Residents by Mail of Due Dates for Fees.

            c. Protective Shelter for Transfer Station Attendants.

 

Mr. Driscoll spoke about a shelter at the station and having the same sticker billing cycle as the mainland.  He spoke on the possibility of a summer permit program and requested the Planning Commission prepare a proposal for review.  He will speak with the Tax Collector about using a car registration as proof to obtain a sticker.

 

Mr. Kehew said a shelter would be built within four weeks.

 

# 4.  Recycling: 

            a. Clarify Which Plastics Accepted.

            b. Town’s Plans for Increasing Recycling on Prudence Island.

 

Mr. Driscoll spoke on the rejection of some loads of recyclables due to contamination of waste.

 

# 5.  Town’s Plans for Former Navy Land.

 

Mr. Driscoll gave an update on the Navy’s plans for regarding surplus land.

 

# 6.  Concerns re: Police Coverage on Prudence Island

This item was heard at the beginning of the meeting.

 

A motion by Mr. Canario, seconded by Mr. Plumb, to adjourn.  All voted in favor of the motion.
