President McIntyre announced that a television crew from National Geographic was attending to cover the reading of the resolution on the Wind Turbine Generator.

Joint Meeting of the Town Council and the School Committee regarding:

OLD BUSINESS

 

OB 1 - Request to Revise the School Department Budget for FY 2008-09 (fr. 3/23 & 4/13/09)           

 

Town Solicitor D’Andrea stated that it is legal for the Town Council to reduce the appropriation made to the School Department in the current fiscal year by an amount equal to a School Department surplus from the prior fiscal year for the purpose of offsetting the decrease in budgeted revenue in the current fiscal year. 

 

Mr. Carpender proposed that: 

 

1.  The School Department appropriate up to $60,000.00 from the fund balance from the current year, that would be offset by impact aid, and ask that it be credited to the School Department’s Wind Turbine Enterprise Fund obligation.

 

2.  The School Department appropriate $14,000.00, the Town’s half of the once anticipated revenue from the Prudence Island permanent fund, even though based on the formula they owe only $5,003.50. 

 

3.  The School Department try to identify up to another $40,000.00 for a total of $114,000.00 to go to the Town in an effort to help them cope with the deficit.

Mr. Driscoll said that the $60,000.00 is money the School Department owes us next year and proposes to pre-pay us this year and the $14,000.00 and is already in our budget this year as a revenue.  The only actual money flowing to the Town is the possibility of the $40,000.00 if it’s available in late June.

 

A motion by Mr. Seveney, seconded by Mr. Canario, to accept the offer of the School

            Committee as presented this evening and see where it goes from there after they meet.              The motion failed 5-2 with Mr. McIntyre, Mr. Little, Ms. Gleason, Mr. Hamilton and Mr.      Plumb opposed.

 

A motion by Ms. Gleason, seconded by Mr. Little, to reduce the Town’s FY08-09 appropriation

            the School Department by $217,454, from $26,801,271 to $26,583,817 and to reduce the       School Department’s budget by the same amount from $34,743,070 to $34,525,616.  The      motion further directs the Finance Director to amend the Town’s FY08-09 budget to             reflect this change.  The motion failed 4-3 with Mr. Canario, Mr. Seveney, Mr. Plumb             and Mr. Hamilton opposed.

President McIntyre read the resolution.

 

Mr. Talipsky announced that the Dedication Ceremony will be held May 12th at 3:30 p.m. Governor Carcieri will be the speaker.

A motion by Mr. Hamilton, seconded by Ms. Gleason, to tentatively approve the budget at $0.        

The motion carried 4-3 with Mr. Canario, Mr. Seveney, and Mr. Little opposed.

A motion by Mr. Hamilton, seconded by Ms. Gleason, to tentatively approve the budget at

$441,477.00.  All voted in favor of the motion.

 

PORTSMOUTH HISTORICAL SOCIETY

 

A motion by Mr. Seveney, seconded by Mr. Plumb, to tentatively approve the budget at

$1,934.00. All voted in favor of the motion.

 

PORTSMOUTH SENIOR CENTER

 

A motion by Mr. Little, seconded by Mr. Hamilton, to tentatively approve the budget at

$46,128.00.  All voted in favor of the motion.

 

SENIOR CITIZENS BUS TRANSPORTATION

 

A motion by Mr. Little, seconded by Ms. Gleason, to tentatively approve the budget at

$1,547.00.  All voted in favor of the motion.

 

SUBSTANCE ABUSE TASK FORCE n/k/a the PREVENTION COALITION

 

A motion by Mr. Little, seconded by Mr. Plumb, to tentatively approve the budget at $6,571.00.           

All voted in favor of the motion.

Mr. Driscoll stated that the American Legion Post #18 and Women’s Auxiliary have written that in light of the budget constraints facing the Town, they will not request a civic grant this year.

A motion by Mr. Canario, seconded by Mr. Plumb, to tentatively approve the budget at $0.  All

voted in favor of the motion.
