EXPLANATION OF PROPERTY TAX SYSTEM
Real estate and motor vehicles, and commercial tangible personal property is taxed by
each of Rhode Islands 39 municipalities. Intangible property is not taxed.
Boats are exempt from the local property tax and also from the state sales tax.
The local tax is the only tax on property in Rhode Island with the exception of Water and
Fire District Taxes.(Portsmouth has none).
In 1997/98 tax rates on residential real estate in the state's 39 cities and towns ranged from $9.75 to $40.03 per $1,000 of assessed valuation, the median rate for residential real estate was $21.18. Portsmouth has the 7th lowest property tax rate (at 100% valuation).
Property Tax Exemption For Manufacturer
Inventories of manufacturers located in Rhode Island are exempt from property taxes. Manufacturers' machinery and equipment used in the production process is exempt from property taxes.
Property Tax Exemption/Stabilization For Wholesaler's Inventory
Any city or town in Rhode Island may exempt or stabilize the tax on a wholesaler's inventory for a period of up to twenty five years. The incentive may not be used to encourage a firm to move from one municipality to another in Rhode Island. Wholesaler's inventory is exempt in Portsmouth.
Real Estate Property Tax Exemption/Stabilization
Any city or town in Rhode Island may exempt or stabilize the tax on real and personal property used for manufacturing, or commercial purposes, for a period not exceeding ten (10) years. The incentive may not be used to encourage a firm to move from one municipality to another in Rhode Island. Portsmouths Enterprise Zone Program waives all property taxes on new buildings or additions in value to existing buildings for the first year, then phases in 20% increments, so that full tax is not paid until 6th year. Energy Related Property Tax Exemptions
For local tax purposes, solar, wind, or cogeneration equipment shall not be assessed at more than the value of the conventional heating, cooling, or energy production capacity that would otherwise be necessary to install in the building.
