is an enormously complex subject. As we are asked questions, we will
put the answers here.
The answers to most questions will be “it depends,” “we don’t
know yet,” or “usually.”
“It
depends” answers are primarily because how many people want sewers and
where those people live or own property will determine the nature of
the sewer system, or whether Portsmouth has one at all.
“We
don’t know yet” answers are primarily for the same reason, and because
the Town Council decided to do this survey first, and hire expensive
experts to give us better answers afterwards. Much more complete
answers would be available prior to any bond issue.
“Usually” type answers are the way most other communities seem to
handle it – be it sewers or a wastewater management district.
Nonetheless, we want to provide as much information as possible, so
people can make an informed decision and give us good feedback.
